No, and there isn't one to make. Dinner Board has no sign-up, no password and no email address. Open it and start planning.
Through your own iCloud. If you're signed into iCloud on your iPhone and iPad, your plan appears on both — handled by Apple, in storage that belongs to your Apple Account. We never receive a copy.
Completely. Everything is stored on the device, so every screen opens instantly whether or not you have signal. Syncing catches up later.
